On July 21, 2005, the Florida Board of Governors adopted the Regulation Development Procedure for the proposed regulation, amendment and repeal of university regulations by university boards of trustees. The Procedure also provides the process for challenging regulations.

In order to challenge an FIU Regulation or unpromulgated regulation, a petition must be filed with the FIU Board of Trustees. The process is provided in the Florida Board of Governors Regulations Development Procedure.
